Sweden Emilia-Romagna Network (SERN) is an organisation uniting 55 local and regional entities from the Emilia-Romagna region in Italy and other regions, provinces and municipalities in Sweden. The network was founded in February 2005 with the objective to develop the relations between the local authorities in Sweden and Italy in a structured way. The main objective is to facilitate relations and the exchange of good practice between the members and therefore also to create a collaboration model between various political sectors that involves different government levels and at the same time a plurality of actors, for example educational institutions, non-governmental organisations and economic actors. SERN is concentrating the work on five principal areas: Education, Welfare policies, Enterprise, Tourism and Environment on which various working groups has been created involving the Italian and Swedish partners. The secretariat of SERN supports the members in the development of projects along the six driving themes.
SERN has experience from various projects in the European Programmes, in particular concerning education and schools. In the past the members of SERN have been very keen about this subject, and many projects have been carried out in this thematic area. Previous projects on ECEC is for example Comenius Regio SEAL and CREANET. CREANET focused on educational practices in creativity in European pre-schools and SEAL on identifying criteria, actions, tools or procedures representing basis for shared and common approach to quality as a fundamental element of future policies in ECEC and pre-school education. With help of this previous experience, SERN is the coordinator of EQUAP.
